NZ Sports Betting Law in 2026: What Every Punter Needs to Know

NZ's sports betting law changed dramatically on 28 June 2025. Understanding the new framework is essential before you bet a single dollar.

The Racing Industry Amendment Act 2025

Royal Assent on 28 June 2025. The Act extends TAB NZ's domestic monopoly (which already applied to retail betting) to online sports and racing betting. It is now unlawful for any provider other than TAB NZ to offer online race or sports betting to NZ residents, and unlawful for NZ residents to place online race or sports bets with any provider other than TAB NZ.

The law is extra-territorial — it applies regardless of where the online operator is based. Enforcement against operators outside NZ jurisdiction is difficult; enforcement against individual NZ players has not occurred to date.

Why the Government Did This

Before June 2025, offshore sportsbooks captured an estimated ~90% of NZ online sports betting spend. That spend left the NZ economy entirely. The new law channels that money back to TAB NZ, which returns ~NZ$150 million annually to NZ racing, sports and community sport via the NZ Racing Industry Transition Agency. The government also argued that consolidation makes consumer protection easier (one regulator, one self-exclusion register).

What This Means For You As An Individual Punter

  • If you bet at TAB NZ — you're fully compliant with NZ law. No legal risk.
  • If you bet at an offshore sportsbook — you're technically breaching the Act. The Act creates an offence but no specific penalty schedule for individual players has been activated. Enforcement is theoretically possible but has not occurred to date.
  • The Act does NOT criminalise visiting offshore websites or holding an account. It criminalises placing the bet.
  • Banking-level enforcement may follow. Some NZ banks already block payments coded as gambling to offshore operators.
